Do you mean watching Doctor Who, or a place to read up on it? Because the BBC's website is a pretty good, non-confusing read to let you in on the basics.
As for where to start watching... meh. You can pretty much jump in anyplace. There's nothing you need to know about the show apart from the fact that the Doctor regenerates if he dies, he has a harem various young people following him around, and there are ridiculous monsters in every corner of the universe! The beginning of the current season is probably a good start, just because the show has been off the air for nearly twenty years, and so it drops in a lot of the Who mythology for the people that have never watched before.
Just don't start with the DW movie from a few years ago. It'll put you right off!
